RiverTree Owner’s Associational Meeting
May 29, 2004

The meeting was called to order by Steve Sijansky, at 10:20 a.m.  Greetings were given to all present, and homeowners introduced themselves.

Members Present: Constance Wall, Mark Pendelton, Vera Duncan, Bill Doeppenschmidt, Cheryl Pinkston, Linda Marlow,                Joy Ivey, O’Neal Champion, Sylvia & Damian De Leon, Bradley & Diane Fluitt, Ronald Quebedeaux ,  Henry & Ann Sijansky,            John & Ann Goldman, Marsh Tyler, Gary & Luisa Rapier, Greg & Sherry Hume, Benito Trevino,   Ted & Norma Read, Jon Lentz,  Eugene & Betty Noll, Larry & Becky Foster, Rick & Jackie Thomas, Roberto Ramos, Alvin & Diane Krejci, and Roxanne Rutherford

Quorum was established; Minutes from last meeting (2-01-04) were reviewed. Terri Vincent motioned to accept the minutes, Mark Pendelton moved to accept, membership approved.

ACC Report:

Mark Pendleton thanked everyone (who is having structures built) for their cooperation and support. There was discussion on how do homeowners know what has been approved by the ACC committee?  Solution:  The ACC will post signs on projects stating ACC approval.

Discussion on building specifications:  Steve stated that buildings need to be on a slab, not something you can move.  It has to be permanent to the ground.

Covered parking at the pit was discussed.  Steve stated that this has been approved, but it is strictly the owner’s responsibility.

Discussion on Fences: Steve informed members to refer to the Building Guidelines. Fences and walls must be “set back” 25 feet from the front property line and may be placed directly upon the side and back property lines.

Review Income & Expense Report 02-01-04 Thru 6-01-04

Pat Brown reported that the large expenses for the work at River Tree are done except for the front gate.

Cleaning expenses (restrooms, showers, etc.) are up again because more people come to River Tree during the summer.

Roxanne Rutherford suggested that the expense report presented at the meetings should reflect a full year statement, instead of a snapshot.

Assessment Fees

Please keep up with your assessments fees; it is very important to be on time with your payment.

Discussion of 3rd Amendment and River Tree options on rental property

Four more signatures are needed for this to pass.

Rick Thomas stated that passing this amendment is for the protection of your investment at River Tree.  Renters are not landowners, there are people coming and going all of the time using the common areas.  The amendment is to stop all of the public traffic that is occurring at River Tree because of the rental property.

There was discussion on gate cards and emergency vehicles.

Jackie Thomas stated that all sheriffs Dept., Fire Dept.,Game Wardens, and EMS all have gate cards in case of an emergency.

Discussion of Access to River Place from River Tree

Steve mentioned that only the Water Department may use the gate, locks have been put up.

Some homeowners feel that the gate was put up for other reasons other than Water Dept. use by River Place.  There was a motion to do away with that gate and put up a fence.

The membership took a vote, and all were in favor of putting up the fence.

Update on Improvement Projects, Asphalt repairs, Lombardy Park, Storage units.

All of the construction at River Tree looks really good.  Mr. Gilleland has done a good job.

Steve stated that when visiting Lombardy Park, please do not drive down to the rocks by the river, and take care of your own trash.

The dumpsters get full on busy weekends, if the dumpster are full, do not pile your trash on top of other trash, take the trash with you to dispose elsewhere.  Sorry for the inconvenience when the dumpsters are full, but piling trash on trash causes a mess.

Also, no building materials in the dumpsters.  There is a dump in Concan.

Ann Sijansky stated that there are slots available at the trailer pit, for those interested.

 Unoccupied trailers:  not allowed

You can leave your trailer on your lot if you are building a permanent residence (and you are there), or if you use it as on office during construction.

If you run into a problem, where you cannot move your trailer, please notify a board member, we are here to work with you.  Keep in mind that the consequence for leaving an unoccupied trailer, is removal of the trailer at the owners’ expense.  So, please let us know when you have a problem and cannot move your trailers.

 Four Wheelers, Go Carts, Gators,   Safety Concern:

Many residents have been concerned with the speed that these vehicles display at River Tree.  The drivers of those vehicles are mainly children and drive at speeds that exceed River Tree’s 25 MPH speed limit.

Four Wheelers are not allowed on the Hike & Bike Trails.

The membership agreed that these vehicles need some kind of identification on them. If someone witnesses inappropriate use of the vehicles, the identification will help us in identifying the family.

Motion was passed to register your vehicle with the following info:  Lot # & Block #

No other business was discussed and the meeting was adjourned at 12:40 p.m.
