RiverTree Owner’s Associational Meeting
May 28, 2005

The meeting was called to order by Steve Sijansky at 10:15 a.m.  Greetings were given to all and homeowners introduced themselves.

Officers Present:

• Steve Sijansky, President
• Dan Graf, Vice President
• Pat Brown, Treasurer
• Ralph Silva, Secretary

Quorum was established.  Minutes from the last meeting (2-12-05) were reviewed.  Pat Brown motioned to accept the minutes, members seconded the motion.

Voting on Board Members:

The board members for the 2005-2006 year as follows:

Steve Sijansky, President; Dan Graf, Vice President; Pat Brown, Treasurer; Ralph Silva, Secretary; Mark Pendleton, Member at Large

ACC Report:

Mark Pendleton commented that many people call about lots not being mowed.  He reported that RiverTree has the right to mow your lot (if you do not do so) and bill you at a later time.  Note: (If you do not have a structure on your lot, the mowing rule does not apply.)
 
People are also calling about the colors on certain buildings.  An example would be homeowners using colors other than earth tones.
 
Mark also discussed the siding on the storage buildings must be wood, no metal or tin siding.  Steve commented that metal buildings are allowed in the pit.
 
Mr. Gold asked about tents left up unattended.  Steve said he would contact the individuals about the tent issue.
 
The ACC committee would also like for everyone who uses the restroom facilities at the pavilion to be sure that there is no water left flowing.  We believe that one of our large water bills was due to water left flowing in the toilets.


Review Income & Expenses Report 04/01/04 thru 04/01/05:

Pat reviewed the report and stated that the major cost was for the RiverTree improvements.  The cost was $15,000.00  Major expenses are over; the account is in good status.
 
The discussion of RiverTree being a non profit organization was brought up by one of the members.  Pat will research as to how much money a non profit organization can keep in an account. 
 
Many members felt that RiverTree needs to have money put aside for improvements, emergencies etc.
 
Pat discussed the legal fees:  When Delmar Hiller said he would raise rates (water), RiverTree had to seek legal assistance.  This is where we had to pay for counsel.
 
The gate connecting RiverTree to Frio Place was also discussed.
 
The board will look into Bandera Electric building the fence instead of RiverTree paying for the expense.
 
Review Assessments:
 
Please be sure to submit your assessment fees on time.
 
Discussion of 3rd Amendment:
 
Steve reported that we need 6 to 8 signatures to pass this amendment.  He will keep the homeowners updated on the status of the amendment.
 
Update on improvement projects, Asphalt repairs, Lombardy Park, and Storage units:

All asphalt repairs are done.  The asphalt by the front gate is also complete. 
 
As far as the river park, we have to keep it looking good and manageable.  Our goal is to spend minimal on the park because a flood can wash everything away.
 
The idea of storage unit rentals was discontinued because of the lack of response from home owners.
 
Other Business, Open Floor to members for discussion:
 
Rick Thomas mentioned the idea of hiring professionals to come to RiverTree and trap deer.  RiverTree would also make money from the deer trapping.  There would be no shooting whatsoever.  The professional deer trappers would come on the property and strategically set up traps for the deer.  Steve asked the members to vote on this idea.  A majority vote was agreed upon for Rick to investigate the deer trapping idea.
 
A committee was formed to address the 4 wheeler issue.  Jackie Thomas will head this committee.

No other business was discussed and the meeting was adjourned at 12:00 p.m.
