MINUTES OF THE BOARD OF DIRECTORS’ MEETING
OF
THE RIVERTREE OWNERS’ ASSOCIATION
FEBRUARY 11, 2006
The meeting was called to order by Steve Sijansky at 10 AM.
Board Members Present: Steve Sijansky, President; Pat Brown, Treasurer; Mark Pendleton,
Larry Goldman.
Visitors Present: Constance Wall, Henry and Ann Sijansky, Ann Goldman
- Steve read the minutes of the previous meeting. It was moved by Steve, seconded by Pat, that the minutes
be approved as read. Motion passed.
- Treasurer’s Report: Pat Brown presented the Summary of finances for 2005 and for
the month of January 2006. Checking balance is presently $8,150.73 and the Savings balance is $9,609.51
for a total available funds of $17,760.24. Discussion was held on the progress on getting the gate repaired
and how to proceed on getting the money from the man who damaged the gate. Pat has had to send out some
notices on dues to members but has had good response from the membership. Mark moved and Steve seconded
that the treasurer’s report be approved. Motion passed.
- Third Amendment: Steve reported that there has been no further progress on the question
of the Third Amendment concerning rental property at River Tree that has been presented for approval to the
membership. Further research discovered that there is already a Third Amendment on file at the Courthouse. This
means that the proposed Third Amendment should say Fourth Amendment. Steve has not had time to inquire
of the Attorney about whether there is any problem with having the wrong number on the proposed Amendment. In
discussion it was suggested that the Attorney be asked if there is a need prior to filing amendments at the
courthouse for there to be a number on proposed amendments. It was noted that the lawyer had all of the
documents including all of the Amendments when the error was made on the number of the Amendment.
- A discussion of existing amendments occurred. During this discussion Larry Goldman presented
to each Board member a copy on CD of the Indexed File that he and his wife, Ann, have made of all the Declarations,
By-Laws, Memorandums, Amendments, etc. These will be posted on the Web Site so that all members may access
them. It was noted in the discussion that there has been confusion in the past about which amendments
have passed and which ones have only been proposed but failed to pass.
- Lombardy Park discussion: Nothing has been done yet. A general discussion was held
of things that might be done at Lombardy Park. The force of flood waters seems to undo anything that
is tried.
- It was noted in discussion that putting more tables in should be a goal and that they can be anchored as
was done with the previous slabs and tables. The consensus was that this should be done.
- Another item that needs addressing is blocking access upriver. People are driving up river and
picnicking. No vehicles of any type are supposed to be along the river – it is only a walking
path.
- Another idea presented was the need to park above the picnicking area of Lombardy Park and ways that
this might be accomplished with signs and/or other items.
- Gate at Riverplace entrance.
Mark reported on one option of having the Electric Co-op build the gate at their expense. It would be
a metal gate. Another idea that has been proposed was to have Rick Thomas build a gate that
will be made from cedar posts. Rick proposed to make the gate, including labor and materials, for $1400. Larry
moved and Pat seconded that Rick Thomas be authorized to build the gate at Riverplace entrance out of cedar
as proposed previously.
Motion passed.
- Asphalt repairs:
A discussion was held of needed asphalt repairs and potholes. Steve will talk to Chisum and try to find
out who does this type of repair. Names mentioned as previously doing such work are seemingly no
longer in business. Mr. Chisum will also do the work on leveling the pit where trailers are parked.
- Front entrance gate repair: Discussion was held on how to proceed and the problems that
have come up about the gate repair. The person who broke the gate found someone who said he would weld
a piece on the end for $200 so the person responsible for the damage is not willing to pay more than $200. Such
a fix does not really repair the gate properly. The gate repair will cost more than $600. To pursue the
issue in court would probably cost more than the gate repair. The following decision was reached
by consensus: We will proceed with a proper repair and strengthening of the entrance gate and
seek to get half of the $600 cost (i.e. $300) from the person who broke the gate.
- Damage to roads from grass: The growth of grass in cracks and along the edges of the
roads is going to destroy the asphalt. After discussion of this problem and options the following
decision was reached by consensus: Steve will investigate types of sprayers for spraying herbicide
to control this problem. He will then e-mail all of the Board members for their response on how to proceed
further.
- Release form for operating ATVs and similar vehicles: This is still in discussion with
the attorney. As soon as a draft release is available Steve will send a copy via e-mail to each Board
member for their ideas and/or approval.
- Various needs at RiverTree:
- Items at the Pavilion need repairs: broken doors, broken locks, etc. Pat will check on
getting someone to do these repairs.
- Newsletter – Since Jackie Thomas is no longer doing the newsletter, we need to get a person or
persons who will take on the job. Ideas suggested included having one coordinator who compiles
information sent by a selected group who do the articles. Another idea was to post this need on
the Web Site.

Signs – Several signs are needed at various places in RiverTree. We have
received a bid of $1200 for signs that won’t fade and are reflective. This was based
on a list prepared by the Thomases. The consensus was that we should all look at our sign
needs, make a specific list to compare with the previous list, and then see what quotes we can get.
12. Barbeque discussion: The average cost per plate is under $3. Some
people complain about this cost. We will continue the barbeque but help would be appreciated.
13. Front
gate area improvements:
The Board approved a proposal from the Thomases and Huckabys for them to spend $300 for replanting and
cleaning up the gate area.
14. Removal
of bushes along the road that obscure the view: The Board decided to remove bushes that are
in the right-of-way area and obscure the view along the road. Especially mentioned were those that
obscure the view going up the hill out of RiverTree.
15. Meeting
dates: The general membership meeting will be held on the 27th of May. The
barbeque will be the evening of the 28th of May.
